step 3 -  Double click inside the Resident Evil 4 Ultimate HD Edition folder and run the exe application

Step 4 -  Have fun and play! Make sure to run the game as administrator and if you get any 

               missingdll errors, look for a Redist or CommonRedist folder and install all the programs
